In Germany ( and many other countries ) there is a so called '' Aiport Duty '' .
This means : Exclusive from / on permitted airports it is allowed to take-off / to land . Only in '' Case of safety or to help because of danger to life of a person '' external landings / take-offs can take place .
In addition to the building permission for a helicopter landing pad a permission by the national CAA is required .
According to our experience this procedure takes up to one year or more inclusive required studies .
In this the required helipad size ( dependent on the regular approaching helicopter type ) and the position on the property resp. the building ( dependent on the obstacle situation , aeronautical aspects , regulations and predominant weather conditions ) are fixed .
As part of the aviation-approval process is also the environmental, particularly the noise abatement assessed.
The building of a planned heliport is dependent on many factors.
To get some safety in planning , the air-traffic-legally approval ability of a helipad should therefore be examined in a very early planning phase ( in the context of a target planning / master plan ) .
First after a site survey and an extensive location analysis / feasibility study , which especially responds to air safety aspects and obstacle freeness , the final position and construction method of a landing pad should be defined .
The international guidelines Joint Aviation Requirements JAR-OPS-3
and the International Civil Aviation Organisation ICAO Annex 14
are made to increase the safety for the population and especially helicopter crews using hospital helipads .
Thereafter helipads are to be build that flying maneuvers acc. to CAT A are possible by multi-engined performance class 1 helicopters .
